Description Located on the southern edge of Kirknewton, this development opportunity can be accessed from the north via Meadowbank Road. The red line site measures approximately 2.8 acres (1.1ha) and is broadly rectangular in shape and is situated on the edge of an established residential area. The blue line site is in third party ownership although will be available as part of any potential deal. The blue line site measures approximately 0.4 acres (0.16ha). Both the blue and red sites are available for sale collectively subject to planning permission being granted for housing on the whole site.

Planning The Adopted West Lothian Local Plan (2009) designates this site as “white land” within the settlement boundary. A Tree Preservation Order is identified as covering the site however, a Report on the impact of the TPO has been obtained from Donald Roger Associates which indicates that the TPO would not preclude development on the subject site. A copy of the Report will be made available to interested parties on request.

The Local Plan is in the process of being replaced, and the Proposed West Lothian Local Development Plan (2015), which is currently at examination (target for Reporters Report July 17), continues to designate this site as “white land” within the settlement boundary which will positively compliment any planning proposal for housing on the subject site. The Proposed LDP Policy HOU3 states that in addition to sites already allocated, new housing will be supported on sites within settlement boundaries, subject to certain criteria being met and compliancy with Policy ENV21.

Proposed LDP Policy ENV21 provides for the loss of open space subject to there being a specific locational justification; no significant adverse effect on the overall recreational amenity; the area is not of significant ecological value and disturbance and loss of trees or green corridors is minimised; comparable open space or enhancement can be provided by the developer; connectivity within the wider green network is not threatened and public access will be safeguarded.

Kirknewton falls within the following school catchment areas; Kirknewton Primary (ND); St Pauls Primary (RC); Balerno Academy (ND); and St Margarets Academy (RC).
