The Heat Network (Metering and Billing) Regulations 2014 affect all businesses and individuals that supply and charge for thermal energy in the form of steam, hot water and cooled liquids.

The regulations are extensive, with the main focus being to introduce metering and billing based on actual consumption for operators of communal and district heating networks.

The regulations include the supply of heat as part of package, paid for indirectly perhaps through ground rent, a service contract or other means.

Strutt & Parker are able to independently advise on metering and billing duties to ensure that a heat provider is complaint under the regulations.
