Reserved Matters approval secured at Chinnor (Chiltern View) for Bovis Homes

Q1 2018

The Oxford Planning team acting for Bovis Homes (Southern Counties region) has successfully secured approval for 89 dwellings (including 36 affordable homes) at Chinnor in South Oxfordshire.

Following submission of the application, Chinnor Parish Council raised a number of reservations about the detailed scheme. Through skilful negotiations, the project team were able to resolve the issues raised both by the Parish and District Councils. This collaborative approach led to the application being determined under delegated powers without it having to be referred to the planning committee.

In our view, there were various reasons why we achieved a successful outcome at officer level, including:

The importance to emphasise the benefits of the scheme, particularly the delivery of affordable housing and open space, set within a detailed layout that was considered to be an enhancement to the outline illustrative masterplan.

Engagement with members of the Parish Council was key. Whilst we listened to their views, and made changes where considered appropriate, we also provided a robust justification where we felt some of the suggested changes were detrimental to the overall vision for the site.

The pro-active approach of the consultant team, managed by Strutt & Parker, was critical when determining how best to respond to the issues raised and in steering the application to a success outcome.

Chiltern View is an important site for this new region of Bovis Homes and will now be developed out in accordance with the approved scheme.
