The proposal requires rentable properties to achieve a minimum energy efficiency standard by 2018, with further improvements to be made by 2030. In addition, from April 2016 domestic tenants will have the right to request energy efficiency improvements regardless of the EPC rating, this request cannot be unreasonably refused by a landlord where there is Greed Deal finance or ECO funding available.
This briefing summarises the consultation on implementation of the Energy Act 2011 provision for energy efficiency regulation of the domestic private rented sector. The consultation was issued on the 22nd of July 2014, and must be responded to by the 2nd September 2014. Having gathered views on the proposals the Government plans to issue its response and lay regulations by the start of 2015.
